Mc3 Partners is seeking an experienced Payroll Manager to oversee end‑to‑end payroll operations for a multi‑state, multi‑entity organization. This role ensures full compliance with federal, state, and local regulations, as well as union and Service Contract Act (SCA) requirements. The Payroll Manager is responsible for accurate and timely payroll processing, reconciliations, tax filings, benefit remittances, and internal controls.
This position also leads payroll audits, supports system improvements, and partners cross‑functionally to uphold payroll integrity, compliance, and operational excellence.
Payroll Operations & Compliance
- Manage and process accurate, timely payroll for multi‑state, multi‑company operations.
- Administer and audit union payrolls, ensuring compliance with collective bargaining agreements (CBAs).
- Ensure accurate application of SCA requirements, including wage determinations and health & welfare components.
- Maintain compliance with all federal, state, and local payroll tax laws and labor regulations.
- Maintain a schedule of tax filings by state and entity to ensure timely payments and compliance.
- Reconcile payroll‑related general ledger accounts and post journal entries during month‑end close.
- Prepare reports and payments for employer‑ and employee‑paid benefit costs (union dues, pensions, health insurance, FSA, workers’ compensation, etc.).
- Develop, document, and implement payroll processes, policies, and internal controls.
- Provide ad hoc management reports and analysis.
- Lead and support payroll audits related to DCAA, SCA, and union regulations.
- Maintain and update payroll systems; participate in system implementations or upgrades.
- Partner with corporate staff on registrations for new locations.
- Serve as the primary contact for payroll‑related questions from employees, management, auditors, and external partners.
- Perform other duties as assigned.
- Strong understanding of payroll tax regulations and year‑end reporting (W‑2s, 941s, etc.).
- Exceptional attention to detail, integrity, and ability to manage confidential information.
- Ability to analyze financial data and prepare reports, statements, and projections.
- Ability to meet deadlines and manage multiple priorities.
- Knowledge of federal and state financial regulations.
- Demonstrated experience in general accounting, government accounting, and audit principles.
- Proficiency with financial and accounting software applications.
- Strong interpersonal and communication skills.
- Advanced proficiency in Microsoft Excel and related tools.
- Strong analytical and problem‑solving skills.
- Understanding of generally accepted auditing standards.
- Understanding of systems analysis methods and principles used in computer and database development.
- Bachelor’s degree in accounting or related field, or equivalent combination of education and experience.
- 5+ years of payroll experience, including direct responsibility for multi‑state and multi‑company payroll processing and supervising a payroll team.
- 2+ years of experience with union payroll, CBAs, Davis‑Bacon, and SCA wage determinations.
- Certified Payroll Professional (CPP) designation or in progress.
- Experience with Costpoint and UKG.
- Experience in government contracting or industries subject to SCA and union regulations.
- Experience working with Alaska Native Corporations (ANCs).
- Familiarity with DCAA and FAR payroll compliance.
- Experience with 401(k) administration and general ledger reconciliation.
